Transport Monitoring & Modelling
The LTP Programme & Monitoring Group has overall responsibility for Sheffield City Council’s Transport Monitoring Programme and Strategic Multi Modal Transport Model.
Transport Monitoring
Sheffield City Council’s Transport Monitoring Programme covers a wide range of manual and automatic transport related data collection.
The regular manual data collection programme includes:
- Annual Cordon & Screen-line Vehicle Occupancy Surveys;
- Annual Cordon & Screen-line Pedestrian & Pedal Cycle Surveys;
- Annual District & Local Centre Pedestrian & Pedal Cycle Surveys;
- Annual Strategic Network Car Journey Time Surveys;
- Annual Corridor Bus & Car Journey Time Surveys; and
- Annual City Centre Pedal Cycle Parking Surveys.
Scheme specific monitoring is also undertaken (as required) and includes:
- Vehicle & Pedestrian Surveys;
- Vehicle Parking Duration Surveys;
- Vehicle Queue Length Surveys; and
- Vehicle Registration Matching (Origin / Destination) Surveys.
In addition, leaflet delivery (on-foot) is conducted as part of the public consultation process for transport schemes.

Sheffield City Council currently operates 48 permanent Automatic Traffic Count (ATC) installations, located throughout the major / minor road network, which monitor traffic volume and speed continuously.
There are also 4 temporary ATC’s which are deployed as required, plus the capability to undertake Speed Gun Surveys.

Transport Modelling
Over the last 8 years, Sheffield City Council and Rotherham Metropolitan Borough Council have worked together to develop a computerised strategic transport model covering the entire Sheffield and Rotherham area.
The Sheffield & Rotherham Multi Modal Transport Model 2007 comprises:
- SATURN Highway Model
- TRIPS Public Transport Model
- DIADEM Demand Model
- Bespoke Park & Ride Sub Model
The Multi Modal Transport Model has been developed in accordance with national guidance / best practice and is accepted by Central Government for Transport Scheme Appraisal.
The Multi Modal Transport Model will support major scheme funding bids to Central Government for Sheffield & Rotherham Bus Rapid Transit (Northern & Southern Routes) and the Penistone Road Smart Route. It will also be used to refine proposals for the River Don District Master Plan and to develop proposals for other major transport / land-use related projects, such as the Sheffield City Centre Master Plan Review. Furthermore, it will be used, in conjunction with a new South Yorkshire / Sheffield City Region Strategic Transport Model (SYSTM+) to support future transport policy and strategy development.

Responsibility for Sheffield City Council’s Micro-Simulation Operational Highway Model (AIMSUN) lies with the Traffic Information & Control Team.
AIMSUN is a micro-simulation package (with dynamic graphical output capability) which can model adaptive traffic signals, individual vehicles and driver behaviour.
Micro-Simulation Models are generally based on information supplied from Strategic Highway Models, so whilst they are independent packages, they can be used together for maximum effect.
