Highfield Permit Parking Scheme
Highfield will be the latest phase of the Council’s plan for a permit parking zone around the city centre.

The Highfield Permit Parking Scheme was approved by Councillors on 10 December 2009, subject to the Council giving the residents of Kearsley Road, St Barnabus Road and Parkfield Place the opportunity to opt back into the scheme if they wish. The scheme is aimed at easing the parking problems which have existed in the Highfield area for many years. We anticipate that the scheme will begin operation on 22 March 2010. This will be dependent on a period of dry weather, to enable the necessary road markings to be applied. Street notices will be placed throughout the area to confirm the start date nearer the time.
Measures include the introduction of permit parking bays, pay and display parking bays and waiting restrictions which will apply from Monday to Saturday, 8.00am to 6.30pm only. This will improve residents’ ability to park near their homes, create a turnover of parking spaces to benefit shoppers and business clients, and protect junctions and accesses from being obstructed.
The first two weeks will be a settling-in period to allow everyone to get used to the new scheme. During this period enforcement will take place but we will issue warning notices only on the pay & display and permit holder only bays. However, anyone observed disobeying waiting restrictions relating to safety, such as double or single yellow lines or bus-stop clearways, will receive a penalty charge notice (parking fine).
What happens next?
We will write individually to those who live or have a business within the scheme boundary to notify them of the Council’s decision.
Then, in late January 2010, we will deliver a booklet to all the properties within the scheme boundary which explains how the scheme works and contains permit application forms and the scheme’s terms and conditions.
