Broomhill Permit Parking Scheme – Scheme Review

The Broomhill scheme became fully operational in September 2006 and included the introduction of permit parking, pay and display parking and waiting restrictions throughout the area. Schemes of this type need to be regularly reviewed to ensure that the restrictions continue to meet their objectives, while still being practical for the needs of the majority of local residents. The review of the scheme was undertaken using a combination of data sources including a questionnaire to residents and businesses, parking surveys, ticket machine and permit data.  
 

Questionnaire Analysis

Around 2,100 questionnaires were distributed to local residents and businesses in March 2007. A total of 422 responses (20%) were received. A survey of visitors was also undertaken by leaving questionnaires on vehicles. Responses were received from 21 users of the two short-stay car parks and an additional 29 visitors to the area, most of who were going either to the hospital or University sites.
 
The responses indicated that residents and businesses within Broomhill were generally happy with the scheme, but there were a lot of requests for minor changes to the lengths and type of yellow line restrictions and parking bays. The review provides the opportunity to address all of these at the same time. Full details of all the comments received and presented to the City Centre South and East Area Planning and Highways Board on 14th April 2008 will be made available as soon as possible.
 

Proposed Changes

All the proposed changes to the detail of the restrictions within the scheme are  set out in the drawings at the bottom of the page. In summary, the proposed changes are to:
 
  • provide additional enforcement in the Broomhill shopping area
  • expand the scheme boundaries to take in a small existing permit scheme
  • add evening taxi ranks and allow for ‘car club’ bays in the future
  • deliver around 65% of all requests for minor amendments to the scheme
  • meet the requests of petitioners for new lines on Hoole Lane
  • produce a parking guide for Broomhill
 

What Happens Next?

A leaflet will be circulated to all properties in the area detailing the proposed changes. At this stage you will have an opportunity to formally support or object to the changes. The results of this consultation will then be presented to Councillors who will be asked to decide on whether to go ahead with implementing the changes or not.
