Broomhill Permit Parking Scheme
The City Council has a long-term commitment to introduce measures to deal with parking problems and congestion in the Broomhill area.
Traffic Calming measures have been introduced on some streets in the area to deter through traffic and reduce vehicle speeds and now a Permit Parking Scheme covers a wide area of Broomhill.
The scheme is aimed at easing severe parking problems which have existed in the Broomhill area for many years. Measures include the introduction of permit parking, pay and display parking and waiting restrictions. This will improve residents’ ability to park near their properties, create a turnover of parking spaces to benefit shoppers and business clients, and protect junctions and accesses from being obstructed.
Some streets in Broomhill were already subject to Permit Parking restrictions. These old schemes have been replaced by the new one outlined above.
Before the proposals could be introduced the legal procedure required that formal advertising be undertaken. This was carried out in November 2005. Details of our proposals were sent out to all properties in the area, notices were posted on street throughout Broomhill and plans were made available for inspection at Broomhill and Central libraries and Howden House First Point reception. Details and plans could also be viewed and/or downloaded from the council’s website.
The closing date for receiving formal objections was the 25th November 2005. All the comments and objections received were discussed by Councillors at the City Centre, South & East Planning and Highways Area Board held on the 16 January 2006. This was a well attended public meeting and several speakers spoke both in favour and against the City Council’s proposals. After a full discussion a decision was made that the scheme should proceed with several minor amendments. All the formal objectors were subsequently informed of the outcome of the meeting in writing.
The scheme has now been operating since September 2006 and Sheffield City Council has consulted local people in the Broomhill area of the city to see how effectively the current permit parking scheme is operating. Councillor Terry Fox, Cabinet Member for Transport at Sheffield City Council said: "The Broomhall scheme has been running for several years and although the feedback we receive is generally positive, there may be areas where the scheme could be improved. We want to hear from the people who live and work in the area to see what they think could be done. The Broomhill scheme hasn’t been in place as long, but it was always our intention to review the scheme after six months. Parking patterns have settled now and we feel that there may be some improvements that can be made. For example, some traders in the Broomhill area have indicated that the 1-hour parking should be changed to 2-hours. Where possible we will try and respond to the suggestions."
