Permit Parking Schemes
The City Council has been aware that in many areas of Sheffield, residents, businesses and visitors to local shopping areas experience difficulty parking near their destinations. One of the aims of Permit Parking Schemes is to make this easier through better management of the availability of the spaces in the area.
In the past, a few small local residents parking schemes have been implemented. In 2000 there was a review of local transport policy. It led to the Council adopting a Peripheral Parking Zone around the City Centre in which permit parking schemes could be introduced.
These permit parking schemes have either started or are at the stage where we are asking people in those areas what they think of our plans. These areas are initially selected by the Council based on:
- Where parking problems were known to exist
- Where requests for action had been received
- Where existing Residents Parking Schemes were in place

Parking in suburban areas
In recent years, there has been growing demand for permit parking schemes in suburban areas - parts of Sheffield that are towards the outer part of the city. This is especially around larger local shopping centres and along main roads coming from the city centre. We are therefore planning to test the effectiveness of permit parking schemes as a way of dealing with problems in suburban areas
Hillsborough Permit Parking Scheme
The parking problems in Hillsborough have been well documented in the past. In the December 2003 Cabinet report on The Hillsborough Traffic Management Review it was recommended that a parking scheme be considered.
There are also parking difficulties being reported around the Park & Ride sites in the area and as a result of the College development. Hillsborough will therefore be used as our trial site.
The Hillsborough Permit Parking Scheme is currently at the consultation stage where we are asking people in the area for their opinions on our plans.
Enforcement
Motorists who fail to comply with the parking restrictions may be issued with a Penalty Charge Notice (PCN) by the Council’s Civil Enforcement Officers. You may challenge a PCN if you feel that it was wrongly issued.
