Penalty Charge Notice (PCN)

Motorists who fail to comply with any Traffic Regulation Order (TRO) may be issued with a Penalty Charge Notice (PCN) by the Council.
 
TROs are indicated by pay and display meters, signs and road markings in the highway and include on and off street parking and bus lane / gate enforcement.
 
The PCN will be issued to a vehicle, or to the person appearing to be in charge of a vehicle, that is believed to be in contravention of the Council’s Traffic Regulation Orders.
 
Please note that the registered keeper or owner of the vehicle, not the driver, is responsible for the payment of the PCN.
 
You may challenge a PCN if you feel that it was wrongly issued.

Differential Penalty Charge Rates

From 31st March 2008 a new national system of differential penalty charges will come into use for parking offences. This means that a Higher Rate of Penalty Charge will be payable for more serious parking offences and a Lower Rate of Penalty Charge will be payable for less serious parking offences. Details of the new charges and a full list of contraventions and the appropriate level of penalty charge can be viewed in the attachments at the bottom of this page
 

For parking penalties at the higher rate the charge is:-

£70 which is reduced to £35 if paid within 14 days from the date of issue of the Penalty Charge Notice or if paid within 21 days from the date of issue of a Penalty Charge Notice served by post on the basis of a record produced by an approved device. The charge will be increased to £105 if paid after the serving of a charge certificate.
 

For parking penalties at the lower rate the charge is:-

£50 which is reduced to £25 if paid within 14 days from the date of issue of the Penalty Charge Notice or if paid within 21 days from the date of issue of a Penalty Charge Notice served by post on the basis of a record produced by an approved device. The charge will be increased to £75 if paid after the serving of a charge certificate.

Penalty Charges for offences relating to Bus Lanes and Bus Gates are charged at the rate of £60 which is reduced to £30 if paid within 21 days from the date of issue of a Penalty Charge Notice served by post on the basis of a record produced by an approved device. The charge will be increased to £90 if paid after the serving of a charge certificate.

By Post

Payment may be made by crossed cheque or postal order (made payable to Sheffield City Council).  Please write the PCN number and your address on the reverse of the cheque / postal order.

By Telephone

The Council uses an Automated Telephone Payments (ATP) system that allows you to make payment by Debit Card over the telephone, day or night, 365 days a year.
 
To use this service you will need your ticket reference number, your Debit Card and a pen and paper should you wish to record the receipt number that you will be given at the end of your transaction. You will be asked a series of questions and in order to respond you will need to press the appropriate keys on your telephone. Your payment will be credited to your account the same day.

If you would like to make your payment over the telephone during normal office hours, but would prefer to speak to someone rather than use the ATP service then please telephone (0114) 273 6158.
 

On-Line via the Internet

Credit / Debit payment may be made via the internet by visiting the Billpayment webpage and then following the on-line instructions.
