Penalty Charge Notice (PCN)
We use Traffic Regulation Orders (TROs) to control or restrict the flow of traffic on the highway and to ensure that people park safely and conveniently. TROs are indicated by pay and display meters, signs and road markings in the highway and include on and off street parking and bus lane / gate enforcement.
We may issue a Penalty Charge Notice (PCN) to a vehicle, or to the person appearing to be in charge of a vehicle, that is believed to be in contravention of a TRO. Please note that the registered keeper or owner of the vehicle, not the driver, is responsible for the payment of the PCN. You may challenge a PCN if you feel that it was wrongly issued.

Penalty Charge Rates for Parking Contraventions
There are two levels of penalty for parking contraventions:
Higher Rate
This rate is payable for the most serious parking contraventions. The penalty is £70, but this is reduced to £35 if it is paid before the end of the period of 14 days beginning with the date of the service of the PCN. If the PCN has been served by post using evidence obtained from an approved device then the reduced amount of £35 will be accepted if paid before the end of the period of 21 days beginning with the date of service of the PCN.
Lower Rate
This rate is payable for less serious contraventions. The penalty is £50, but this is reduced to £25 if it is paid before the end of the period of 14 days beginning with the date of the service of the PCN. If the PCN has been served by post using evidence obtained from an approved device then a reduced amount of £25 will be accepted if paid before the end of the period of 21 days beginning with the date of service of the PCN.

Bus Lane / Bus Gate Penalty Charges
The penalty charge for bus lane and bus gate offences is £60. The charge is reduced to £30 if it is paid before the end of a period of 14 days beginning with the date of service of the notice which is served by post on the basis of a record produced by an approved device.

Payment may be made by crossed cheque or postal order (made payable to Sheffield City Council). Please write the PCN number and your address on the reverse of the cheque / postal order and enclose a stamped addressed envelope if you require a receipt. By Telephone
The Council uses an Automated Telephone Payments (ATP) system that allows you to make payment by Debit Card over the telephone, day or night, 365 days a year.
To use this service you will need your ticket reference number, your Debit Card and a pen and paper should you wish to record the receipt number that you will be given at the end of your transaction. You will be asked a series of questions and in order to respond you will need to press the appropriate keys on your telephone. Your payment will be credited to your account the same day.

On-Line via the Internet
Credit / Debit payment may be made via the internet by visiting the Billpayment webpage and then following the on-line instructions.

Failure to Pay a PCN
If a PCN is not paid within 28 days of service, we may issue a Notice To Owner (NTO). This requests payment of the full amount detailed above within 28 days of the date of service of the NTO. If payment is not received within this timescale a Charge Certificate may be issued. This increases the amount payable by 50%, so a £70 Higher Rate Penalty Charge becomes £105, a £50 Lower Rate Penalty Charge becomes £75 and a £60 Bus Lane Penalty Charge becomes £90.
A Penalty Charge Notice issued by post also serves as the NTO and in these circumstances if the Charge is not paid within 28 days of the date of service, a Charge Certificate may be issued.
If payment is still not received, the debt may be registered at the Traffic Enforcement Centre (Northampton County Court). This adds a further £5 debt registration fee to the amount payable. We will then issue an Order For Recovery which requests payment of the amount due including the debt registration fee. If the debt remains unpaid after this we may appoint Certificated Bailiffs to collect the debt on our behalf. Bailiffs will add their fees to the debt.
