Civil Parking Enforcement
Since 4th April 2005 the Council has had responsibility for the enforcement of parking regulations within the city, under the provisions of the Road Traffic Act 1991. The changes were brought about by the need to reduce congestion within the city and no new parking offences were introduced.
With effect from 31 March 2008, Part 6 of the Traffic Management Act 2004 comes into force.
The Traffic Management Act has been introduced in an effort to ensure that Councils work in a clear, fair and consistent manner in the way that they enforce the parking restrictions. The four local councils in South Yorkshire are working together to ensure that their policies and procedures are consistent with each other.
Parking Attendants are now re-named as Civil Enforcement Officers although they will work in a very similar way as they did under the previous Act. The number of Civil Enforcement Officers has been increased to undertake enforcement and illegally parked vehicles throughout Sheffield will be issued with Penalty Charge Notices .
It is intended that any money raised from Penalty Charges will be used to cover the costs of employing the extra attendants. Any surplus can only be used for transport related expenditure.
The main objective of Enforcement is to help traffic to flow more freely, public transport to keep to timetables and deliveries to get to where they are meant to be on time. School children, pedestrians and cyclists will feel safer and have improved access with fewer vehicles parked on the pavement or blocking cycle routes.
Priorities will include ensuring that bus lanes are kept clear when required, patrolling school entrance areas to provide improved and safer access for children and making sure that the city's Permit Parking Schemes operate successfully.
All of Sheffield’s Traffic Regulation Orders are clearly indicated by signs and road markings in the highway. If you are in any doubt where, or for how long, you can legally park, check these markings and signs.

Pavements and verges are part of the public highway and are covered by any yellow lines in the carriageway alongside them. Parking on a pavement or verge in order to avoid parking on yellow lines is therefore still a contravention.
