Litter and Litter Bins

A view of some litter on the pavement

Litter includes cans, bottles, packaging, food, rubbish bags, and cigarette ends.  People thoughtlessly dropping litter are the main source of the rubbish that builds up on our streets.  It is a criminal offence to drop litter or to throw it from a car and anyone dropping litter in a public place can be prosecuted.

It costs Sheffield City Council millions of pounds a year to remove litter; it would be much better if it was disposed of properly in the first place.  There is a potential £75 instant penalty for littering and the Council will issue fixed penalty notices to people caught dropping litter.  The penalties are handed out by Environment Wardens, City Centre Ambassadors, City Centre Managers and Environmental Health Officers.  If people do not pay the fine the Council will take them to Court.

Allowing a dog to foul a public space can also result in a fixed penalty notice.

Businesses have a “Duty of Care” to make sure they deal with any rubbish they generate properly.  They should not be allowing waste to escape from their premises and where problems are caused by business activity we work with the Council's Environment Wardens to enforce these rules.

Other forms of littering include:

  • Allowing dogs to foul public places
  • Allowing wheelie bins to overflow
  • Allowing your domestic waste to be scattered by vandals, animals, accident or weather

Litter Bin Provision and Emptying

A litter bin on Smithy Wood Road

Street Force provides litter bins adjacent to the highway and in shopping centres throughout the city.  There are different designs and sizes and we try to provide bins that will stand up to the wear and tear placed on them while not detracting from the look of an area.

Our aim is to empty litter bins before they reach 2/3rds full and no bin should overflow.  On shopping sites the bins will be emptied as required.

Street Force is not responsible for litter bins in Parks.  These are the responsibility of the Parks and Countryside section.

Ideally we would like to place bins on every street, however due to the cost of the bin and emptying it regularly and the danger of restricting the width of footpaths, it is not always possible to place litter bins exactly where we would like them.

All shop sites have at least one litter bin.  The larger the site the more bins there will be.

Private organisations can sponsor a litter bin and agree where it will be sited.  We can provide plaques on the bins crediting the organisation for their help in improving the environment.  To obtain further information about these schemes please contact the Contact Centre on (0114) 273 4567 or email streetforce@sheffield.gov.uk
