Highway (Roads and Footways) Maintenance

Our Aim:
 
To maintain and carry out repairs to roads, footpaths, highway drainage systems, street markings and street furniture (bollards, barriers etc.), to make sure that people and vehicles can move freely and safely.
 
Facts and Figures:
 
We maintain the ‘adopted highway’ (roads and footpaths that are maintained at public expense):
 
  • 1,900 km of roads
  • 3,400 km of footpaths
  • 25,000 repairs completed
 
 
What We Don’t Do
 
Sheffield City Council Street Force do not maintain the A631 (Tinsley Viaduct Lower Deck), the A616 (Stocksbridge Bypass) nor any motorways within the city boundary.  These roads are all maintained by the Highways Agency.
 
 
What We Do:
 
We maintain all other roads and footpaths in Sheffield that are ‘adopted highway’ i.e. those that are maintained at public expense.
 
There are three main ways we do this:
 
  • Routine Maintenance
 
  • Programmed Maintenance
 
  • Emergency Works
 
 
Routine Maintenance
 
This is carried out to make sure that roads and footpaths are kept in a safe condition for pedestrians and vehicles. We inspect all roads and footpaths monthly, six monthly or annually depending on where and how busy they are.
 
If a defect is more than 20mm deep it will be considered hazardous and our inspector will mark it with yellow paint. Defects that are less than 20mm deep wouldn’t normally be considered a hazard.
 
Once a defect has been marked in yellow our patching team will usually carry out the repair (patch) within 20 working days.
 
 
Programmed Maintenance
 
Programmed maintenance is when we renew all or part of the surface of roads or footpaths.  Roads or footpaths that are in the worst condition are chosen for renewal or resurfacing. The two main reasons for doing the work are:
 
  • A road or footpath has deteriorated so much that there are a large number of defects and it is becoming unsafe to walk or drive on. This would also make it more expensive to repair (patch) than to resurface.
 
  • The surface has become polished/slippery and needs a new surface to prevent vehicles from skidding.
 
Different treatments are used depending on the type of problem:
 
Surface treatments
 
Surface Treatments are used when the surface is beginning to wear away.
 
Each year we seal a number of footpaths to prevent them from deteriorating and needing more expensive repairs. We seal them by applying a thin layer of bitumen coating, this provides a cost effective way of making the footpath last longer.
 
Reconstruction
 
Reconstruction is carried out when the whole road or footway construction has failed and needs replacing.
 
 
Emergency Works
 
These are carried out to protect people who use the roads and footpaths from danger. They will include temporary repairs and putting up barriers or fencing to keep people away from the danger.
 
 
Priorities
 
Priority is given to those roads or footpaths that:
 
  • Are the busiest and have the most traffic or are used by a large number of pedestrians.
 
  • Give a poor ride quality (bumpy, uneven).
 
  • Complement other Council priorities e.g. housing schemes.
