As one of England’s Core Cities, Sheffield has a significant but diverse highway network and streetscene covering both densely populated urban areas and sparsely populated rural communities.  Both the residents of Sheffield and visitors to the City have a high level of dependency on the road network in going about their daily lives.
 
Forming part of the Development, Environment & Leisure Directorate, Street Force’s prime purpose is to provide a high quality highway network and streetscene for the benefit of all.
 
We aim to achieve this by: -
 
  • Working in partnership with businesses, residential & voluntary sectors, other Council services & other public bodies;
 
  • Supporting & developing our workforce to deliver quality services in a flexible way that makes sense to the public; and
 
  • Comparing ourselves with the best.
 
 
Our Prime Function
 
Our prime function is to manage the maintenance of the streetscene network, but in addition, we incorporate the following complementary functions: -
 
  • Design & Build Local Transport Plan Improvement Schemes
  • Parking Services
  • The South Yorkshire Laboratory which is managed on behalf of the 4 South Yorkshire Districts
  • Management of Public Toilets
  • Concrete Batching Plant
  • Manufacturing & Fabrication Workshop
 
 
The Streetscene Asset
 
The streetscene network itself is a significant asset with an overall gross replacement value in excess of £2bn and including the following key elements: -
 
  • 1,943km of carriageway (of which 60% is covered by the Winter Service precautionary salting network)
  • 3,400km of footway
  • 556 bridges & structures
  • 68,700 lighting units
  • 31,000 traffic signs
  • 471 traffic signal installations
  • 2,976,000 square metres of verges & planted areas
  • 40,000 highway trees
  • 72,000 drainage gullies

Working in Partnership
 
Street Force operates a mixed market approach to test, obtain and achieve value for money for all the resources that it utilises.  To achieve this, the service works in partnership with a number of sub-contractors, organisations and agencies to deliver services as effectively as possible.  These include: -
 
  • CEMEX – Road surfacing and improvement works
  • Veolia/South Yorkshire Police/DVLA – Removal of Abandoned Cars
  • YEDL (Yorkshire Electricity Distribution Ltd) part of CE Electric UK  – Street lighting fault repairs
  • Business and voluntary/community sector partnerships
 
 
Improving the Streetscene Environment
 
Street Force has led on several major initiatives aimed at improving the streetscene environment for both residents and visitors to Sheffield.  These include: -
 
  • Cleaner Sheffield Strategy
  • Abandoned Vehicle Rapid Response Scheme
  • Annual In Bloom Project
 
The Service also works in active partnership with Area Panels and the 10 Multi-Agency Safer Neighbourhood Teams to address local needs.
