Highway Client and Records
Manager: Phil Beecroft
- Providing the Client role with regard to all aspects of Highway Maintenance and Council car parking
- Managing the Local Land and Property Gazetteer (LLPG)
- Highway related searches and property enquiries
- Permanent highway closures
- Responsible for Sheffield City Council’s Transport monitoring Programme and Strategic Multi Modal Transport Model
- Collection of manual and automatic transport related data
Highway Adoptions, Public Rights of Way and Land Drainage
Manager: Pete Berry
- Maintaining and providing rural footpaths, bridleways and byways
- Keeping and updating the Council’s Definitive Map and Statement of Public paths and dealing with Claimed Paths
- Implementing the Country Rights of Way Act in the City
- Providing a Records and Rights information service
- Organising the Local Access Forum and preparing the Public Rights of Way Improvement Plan
- Undertaking the Council's role as the Land Drainage Authority for ordinary watercourses and for Land Drainage matters
Highways Development Control

- Advising on related highway matters to help design new developments

Traffic Management
Manager: Simon Botterill
- Maintaining the flow of traffic around the city
- Preliminary design of transport and traffic schemes
- Traffic Management advice
- Effecting changes in the way traffic uses the city’s roads through the careful use of traffic signing and road markings
- Permit parking scheme development
Highway Regulations and Coordination
Manager: David Butcher
- Coordinating all works on the highway working closely with other organisations to ensure that any disruption is kept to a minimum.
- Issuing permissions and licences to work on, under or over the highway
- Responsible for temporary highway closures and diversions.
- Dealing with most contraventions of and enforcement of highway law
Traffic Information and Control
Manager: Peter Bull
- Operating, maintaining and developing the city's Intelligent Transport System - traffic signals, signalled pedestrian crossings, variable message signs, traffic CCTV cameras, vehicle monitors, public transport priority measures and the Urban Traffic Control (UTC) system
- Reviewing traffic signal timings and linking plans
- Assessing the impact of modifications and developments on the traffic network
