Transport and Highways

The Council's Transport Highways division is responsible for the following:
 
  • Planning, administering, co-ordinating and regulating activities on the roads, acting as the Traffic and Highway authority
  • Providing for the safe and efficient movement of people and goods around the City
  • Developing and managing the Council’s transport and road safety scheme programme
  • Improving the quality of the roads and public rights of way
 
We are committed to providing a safe, efficient and effective transport system. By managing traffic, maintaining roads and supporting the development of quality public transport services, we are working hard to ensure that your journey, whether it is for business or for pleasure, is safe and enjoyable.

Road Safety

Transport Planning

  • Produce the Council’s Transport Strategy and guidance
  • Planning improvements to roads, footways, Cycle facilities, bus priority measures and traffic junctions
  • Managing the annual programme of transport schemes, providing advice on requests for new schemes
  • Promoting awareness of links between transport, health and the environment
  • Providing guidance about Travel Plans for schools, businesses and other major traffic generators

  • Advising on related highway matters to help design new developments
  • Approval of vehicle crossings to properties

Traffic Section

Manager and Sheffield Traffic Manager under the Traffic Management Act 2004: John Lashmar
 
Responsible for the following teams:
 
Manager: Simon Botterill
 
  • Maintaining the flow of traffic around the city
  • Preliminary design of transport and traffic schemes
  • Traffic Management advice
  • Effecting changes in the way traffic uses the city’s roads through the careful use of traffic signing and road markings
  • Permit parking scheme development
Manager: David Butcher
 
  • Coordinating all works on the highway working closely with other organisations to ensure that any disruption is kept to a minimum.
  • Issuing permissions and licences to work on, under or over the highway
  • Responsible for temporary highway closures and diversions.
  • Dealing with most contraventions of and enforcement of highway law
Manager: Peter Bull
 
  • Operating, maintaining and developing the city's Intelligent Transport System - traffic signals, signalled pedestrian crossings, variable message signs, traffic CCTV cameras, vehicle monitors, public transport priority measures and the Urban Traffic Control (UTC) system
  • Reviewing traffic signal timings and linking plans
  • Assessing the impact of modifications and developments on the traffic network
