How the Panel works

Timing and agenda

 
The Panel meets every 5 weeks (or as required) with the agenda agreed by the Chair and the Head of Planning in advance. Between 3 and 5 schemes are reviewed at each session, depending on the size and complexity of the schemes.
 

Who attends the meetings?

 
  • The Chair and Panel members (around 5 members per meeting drawn from a larger multi-disciplinary group).
  • English Heritage and Sheffield Conservation Advisory Group representatives. 
  • Relevant representatives of Sheffield City Council. 
  • Scheme Architect and Applicant (plus other members of the design team).
 
Sheffield City Council Urban Design staff facilitate the panel and provide direct support to the Design Panel Chair.  Sheffield City Council’s Member Design Champion is also in attendance as an observer. 
 
Prior to the meeting the Panel will have been briefed on the schemes being considered.  A Scheme Description submitted by the applicant will be sent to the Panel one week in advance of the meeting together with an appraisal of the design issues set out by Sheffield City Council Urban Design. 
 
Site visits are considered to be an essential part of the process, and these are carried out on the morning of the Panel meeting. 
 

What happens during a meeting?

 
Each scheme presented to the Panel is allocated one hour, with the first 20 minutes allocated to the architect and client team to make a formal presentation to describe their proposal. 
 
The Panel will usually ask questions and have a general discussion following this, which will last around 20 minutes; following which the design team will be asked to leave the room briefly so that the Panel can reflect on the discussion and agree their design review advice. The Chair will invite the team to return and will summarise the main points of the Panel's comments.  
 

How and when will the Panel advice be received?

 
The Panel will set out their comments in a letter that will be sent out by email two weeks after the Panel meeting.  In the case of projects which are in the public domain (i.e. if they are the subject of a planning application or are being publicised by the promoters) the Panels comments will be published on the Sheffield City Council website (www.sheffield.gov.uk) and the Council will make the Panel’s view known to those who ask, including the press and media. 
 
Where schemes are at a pre-application stage, and subject to commercial confidentiality, information will not be published.  If this is the case a reason for confidentiality will be stated on the web.
