Sheffield set up its Urban Design Review Panel in October 2006, to secure design excellence in the built environment through offering independant, expert design advice on developments across the city. 
 
The Panel is chaired independently from the Council and the advice given will be a material consideration in the City Council’s statutory planning function in determining planning applications.  The Panel is composed of expert advisors drawn from the fields of urban design, architecture, sustainable planning and development; selected from the public and private sector, from emerging and established practices of varying sizes, and includes Sheffield representation.  The Panel may also draw on other specialists as required.  
 
Early engagement with architects and developers is a critical means of facilitating the highest quality development for Sheffield; good design does not have to equate to additional cost when integrated from the beginning and the Panel is keen to review pre-application schemes when the comments can make a positive difference.  
 
The form of the Panel has followed national guidance provided by the Commission for Architecture and the Built Environment (CABE).
