Core Strategy - New Policies 2008
The City Council is suggesting nine new policies which are possible changes to the submission Core Strategy. These new policies are suggestions from the City Council to the Inspector who is examining the soundness of the Core Strategy. If the Inspector recommends that these changes should be made, then the new policies will be inserted into the Core Strategy when it is adopted in 2009.
What are the new policies about?
Following its submission last year, the Core Strategy is now the subject of independent scrutiny by a Planning Inspector. She has requested a number of changes to put more detail into the plan on the following matters:
- Efficient use of housing land and accessibility
- Affordable housing
- Creating mixed communities
- Locations for Gypsy and Traveller and Travelling Showpeople sites
- Safeguarding of open space
- Design principles
- Sustainable design of buildings and spaces
- Renewable energy and carbon reduction
- Flood risk management
Some of the changes involve amplifying (that is, adding more detail to) policies already in the Core Strategy, other changes involve completely new policies. All the changes can be achieved largely by importing relevant material from the other Sheffield Development Framework (SDF) document that we have been preparing alongside the Core Strategy, that is the ‘Preferred Options for City Policies’, which underwent public consultation in June-July 2007.
What about consultation?
The City Council is now seeking the views of the public and stakeholder bodies on the new policies, and all representations received will be reported to the Inspector for her to consider. There is a formal public consultation period lasting six weeks, starting on 18 April 2008. The deadline for comments is Friday 30 May 2008.

What will happen after the consultations?
There will be a public hearing in September 2008 when the Inspector will consider the new policies and other outstanding matters. The final decision about incorporating these policies into the Core Strategy rests with the Inspector. If in her opinion their inclusion is necessary for the document to be sound, the Council will then be required to adopt the Core Strategy with the appropriate revisions.
What is the status of these new policies?
On 2 April 2008 the City Council approved the new policies for public consultation on their soundness and for consideration by the Inspector. The new policies carry the same weight as the submitted Core Strategy for the purposes of informing future planning documents and decisions.
