Norfolk Park
History
Norfolk Park is situated one mile south-east of the city centre. The area is surrounded by extensive grass and woodland areas and boasts fantastic views of the city. Built in the 1960s, the Norfolk Park estate was a flagship for urban design principles for post-war planning. Whilst these 60s properties’ central heating, bathrooms and kitchens had at the time represented a step forward from the back-to-backs that they replaced, the coming of mass car ownership meant that the urban design was no longer appropriate.
By the 1980s, the area was in severe decline. Mass unemployment, the poor condition of the non-traditional housing stock, drug abuse, high crime and unemployment rates meant demand for housing on Norfolk Park was low.
In 1995 the area was allocated £20m of Single Regeneration Budget funding to halt the decline. A stock conditional survey highlighted some structural problems, and a programme of demolition of the unpopular tower blocks and maisonettes at the same time as many of the relatively popular Vic Hallam houses were refurbished. In 2000, substantial consultation resulted in Masterplan for the area which defined the new tenure-blind Norfolk Park where all properties are either new or modernised, and there is a comprehensive range of property and tenure.
Norfolk Park Today
The area now boasts:
- A mixture of tenure types providing people with a choice of quality housing types and landlords – previously, 95% of the estate was comprised of social rented Council properties
- A new and innovative urban neighbourhood, which makes the best of the area’s assets – proximity to city centre, views and green spaces
- A new Extra Care scheme for the elderly
- A new school – Norfolk Park Community School
- Supertram
Green Homes
The Environment Trust is in the process of building 47 new ‘Green Homes’ on land at the junction of Guildford Avenue and Park Grange Road. The scheme is being delivered in partnership by Sheffield City Council, the Environment Trust and Transform South Yorkshire, with Wildgoose Construction Ltd as the selected contractor. The homes will have a magnificent view over Sheffield and are located on the Supertram route. Other benefits include:

The development will comprise of:

- 18 2- bed apartments

Norfolk Park Centre
Negotiations with Sheffield PCT are currently underway for the development of a new centre for Norfolk Park, to be built adjacent to the Arbourthorne Road tram stop. The centre, which is likely to include a new health facility, shops and residential units, will serve the whole area and be close to the new school, Extra Care scheme and key transport links.
St. Aidan’s Site
91 new homes are currently being built by Gleesons on the former cleared site off St. Aidan’s Road. The development will be close to facilities on both City Road and Norfolk Park. There will be a mixture of property types and tenures, with homes for outright sale as well as through a ‘shared ownership’ scheme and social rented properties, managed by Places For People.

The first phase of the development is now complete, and the whole scheme is expected to be complete by December 2008. This follows similar successful redevelopments on the Park Grange Road, ‘Beeches’ and Kenninghall sites.
