Sustainability Statement
Planning Policy Statement 1 (PPS1) affirms that 'sustainable development is the core principle underpinning planning'. Planning and Climate Change (Supplement to PPS1, Dec 2007) makes it clear that development proposals must be consistent with the climate change policies in this PPS. It is therefore important that all new development is sustainable and meets the challenge of climate change.
Sustainability needs to be considered at the beginning of the design process.
The starting point should be the consideration of the 5 key questions that are outlined within the Sustainability Guidance; which also sets out a range of detailed ways in which these questions can be answered. The guidance also includes references to particular planning requirements, links to national and regional policies and other useful advice.
What is a Sustainability Statement?
The Sustainability Statement should be brief and to the point, demonstrating the environmental benefits / impacts of any proposal and outlining how the 5 key questions referred to above have been addressed.
When is a Sustainability Statement required?
For major developments (defined below), the Planning Service will require a Sustainability Statement to be submitted as part of a valid planning application. It can either form part of the Design and Access Statement or be a seperate document.
Residential
Site area of 0.5 hectares or more 10 or more units
Other types of development
Site area of 1 hectare or more Gross Floor Area of 1,000 sq m floor space or more
