The Government explains in Planning Policy Guidance 24: Planning and Noise how local planning authorities must ensure that noisy development does not cause an unacceptable degree of disturbance and that noise-sensitive development would not be subject to such problems.  Detailed guidance on the assessment of noise from different sources is provided in Annex 3.

Application proposals that raise these issues need to be supported by a Noise Impact Assessment, prepared by a suitably qualified acoustician.  The Council’s Environmental Protection Service provide detailed advice on what will be required, including detailed guidance on City Centre living issues.

The Council has published detailed advice on 'Noise and Residential Development in the City Centre' and 'Noise Surveys, guidance to applicants for planning consents'.  These documents will soon be available on the Council's web site.
