The Pavilions in the Sheffield Botanical Gardens are licensed for civil weddings and blessings - prices start from:

Wedding Receptions at Sheffield Botanical Gardens
Why not hold your ceremony and reception in the Gardens. The West Lawn is now available to hire for a marquee reception. A unique venue that is perfect for celebrating the whole of your special day.
The fee to hire the site is £3,000. This includes the cost of the ceremony within the glass pavilions.
