The Free Literature Consent Scheme is in place to control the litter problem that is created by the distribution of literature.  
 
Examples of the literature that are distributed include:
  • Newspapers
  • Documents
  • Cards
  • Leaflets
  • Pamphlets
  • Stickers
  • Flyers
 
A litter problem arises when literature gets thrown away, often onto pavements and the sides of roads, creating unsightly rubbish. The image on this page shows the potential impact discarded 'free' literature can have on our streets.
 
We have decided to make the city centre a Free Literature Consent area. The attached map at the bottom of the page shows the area included with the city centre boundary.
 
If you wish to distribute free literature within the city you need to apply for consent, pay a consent fee and comply with various conditions.
 
You will find the Application Consent for Distribution of Free Literature Form, and details of the Consent Conditions attached at the bottom of the page.
