Acceptable Use Policy

To be able to use the computer facilities provided in the library, including the Internet, you must read, sign and agree to abide by the terms and conditions described below. The Agreement Form is available from a member of library staff or can be downloaded and printed from from one of the attachments.

Versions of the Acceptable Use Policy (including copies of the Agreement Form) are also available in Arabic, Bengali, Chinese, French, Italian, Polish, Somali, Spanish, Turkish and Urdu.
 

Your responsibilities

 
  1. You may only use the computers with your own user name and password.  These are issued to you when you register to use this service.  You must keep these passwords secret.
  2. You are solely responsible for maintaining your file storage space.  This space is fixed at 5 Mb and cannot be increased. Your file store will be deleted if it is not used for six months.
  3. You are responsible for keeping back ups of your work.  Floppy disks can be used for this purpose.
  4. Due to complex rules on data protection you may not store any personal information relating to a living individual, or information that is subject to an obligation of confidentiality.
  5. You must not create, store, transmit or download any material that is illegal, defamatory or infringes copyright, trademark or patent laws.
  6. You must not store any data that is encrypted or otherwise secured in any way.
  7. You must not take any action, which may damage the computer system or any information stored in it.  Equally, you may not use the library's computers to carry out such actions on any other computers.
  8. You must not use the system to obtain, display or distribute material considered to be obscene, pornographic, offensive, abusive, or is otherwise contrary to the Law.
  9. You must not use the system to distribute unsolicited advertising.
  10. Failure to comply with this Acceptable Use Policy will result in the withdrawal of access to the service, and possible further legal action.
  11. All prints generated by your use must be paid for.
 

Our Computer System and the Internet

 
So that we can maintain the computer system, and also comply with relevant legislation such as the Data Protection Act, the City Council reserves the right to take appropriate maintenance and security measures.  It is therefore important that you make note of the following:
 
  1. Regular scans for malicious software (eg viruses) will be carried out.  This may result in damage to, or deletion of, infected files.
  2. Information saved on the file store by you is not private.  Although it will be invisible to other library users, it can be accessed by authorised Council staff or contractors. 
  3. The Council does not accept liability for the loss of, or damage to, any data on the file store.  Remember, it is your responsibility to create back ups.
  4. Although we do not routinely monitor use of the system, activity is logged and can be investigated should the need arise.
  5. The Council accepts no liability for losses incurred whilst using the Internet (for example, but not limited to, financial transactions such as credit card use).
  6. We do not restrict adult use of the Internet by using filtering software.  The onus is on you, the user, to comply with this Acceptable Use Policy.  Access for children, however, is filtered.  It is important to note that no filtering software is foolproof.  Responsibility for allowing any person under the age of 16 access to the computer system rests with the parent or legal guardian.
  7. The City Council accepts no responsibility for the quality, accuracy or availability of information accessed through the Internet.  You must understand that some of the information may be inaccurate, out of date, controversial, offensive and/or illegal.
 
This Acceptable Use Policy is informed by City Council Policy and relevant legislation, including:
 
  • The Obscene Publications Act 1959 and 1964
  • The Copyright, Design and Patents Act 1988
  • The Data Protection Act 1998
  • Computer Misuse Act 1990
