Assistance for Owner Occupiers
General Advice and Information
We offer advice, leaflets and information to help you deal with the maintenance and repair of your home. This is available in any part of the city.
As a homeowner, you are responsible for keeping your home in good repair. In certain circumstances we may provide financial help to owners whose circumstances and living conditions are poor. Such help may include
Minor Works Grant – Provides financial assistance for the purposes of carrying out minor works to repair, adapt or improve a dwelling to permit eligible owner-occupiers aged 75 years or over to live safely and comfortably in their own homes.
A maximum grant of £2000 may be available subject to meeting our vulnerability and eligibility criteria.

Home Appreciation Loans - Equity release loans with no monthly repayments
Available for any homeowner who meets our vulnerability criteria, own and are resident in their own home and where there is enough available equity in their property to secure a loan.
Loans are available to help:
- Owner-occupiers carry out essential work to their homes.
- Bring their home up to the governments Decent Home Standard.
- Eliminate Category 1 Hazards within the Housing, Health and Safety Rating System.
- Meet the cost of your contribution for disabled adaptation work, where grant funding is insufficient.
To qualify, you must not be able to access a loan through a commercial lender.

Special help for older homeowners
We help older home owners to organise repairs, improvements or adaptations to their homes through
- Stay Put Service
Stay Put is our partner agency, who offer a range of help, including home safety checks, a home handyperson scheme, grant and loan support, and referrals to other agencies.

- House Proud Scheme
This Government recognised scheme provides a variety of tailored risk free loans to help pay for certain types of repair, improvement and adaptation work. You will be guided and supported during the process by an Officer from the Council.

Help for people affected by disability
In certain cases grants may be available to provide adaptations to your home, to meet the needs of the disabled occupant. See Disabled Facilities Grants
If you are having problems due to the disrepair of a neighbouring property:
- We can advise you of suitable action to take
- We can get the owner to carry out repairs on a voluntary basis
- Where appropriate we can serve legal notices on the owner, requesting the work to be done
