Critical Issues

 
Through consultation, discussion at Panel meetings and liaison with partner organisations throughout the area, we have identified a number of critical issues.
 
  • Improving the environment and the way public spaces are managed and maintained.
  • Community Safety - addressing crime, fear of crime, and anti-social behaviour.
  • Improving the level of provision and facilities for children and young people.
  • Access to opportunities (including health, education and transport) - Improving the way local services are delivered so as to enhance access to opportunities for all local people.
  • Improving communication about local issues between city-wide service providers, Neighbourhood Action Groups / TARAs, and communities of interest (eg young people).
 

Current Activities

 
Existing activities will be built upon to carry forward work in the area. These include:
 
  • Southey Owlerton Neighbourhoods Strategies jointly sponsored by Southey and Owlerton Area Regeneration Board (SOAR) and Area Panel
  • SOAR is managing the Objective One and other external funding. They are also developing opportunities for Social Enterprise within the area.
  • Housing Market Renewal and Liveability Funding to deliver housing re-development and public realm management elements of Neighbourhood Strategies. 
  • Other sources of funding include Objective One, Neighbourhood Renewal Funds and Sure Start for young children.
 

Delivering Area Priorities

 
Working with regeneration bodies, community forums, local and city-wide projects and Council service departments the we will work to achieve our priorities for the area and link with city-wide objectives.
 

Community Engagement and Democratic Renewal

 
We'll continue to support an increased level of community participation across the area through the implementation of Neighbourhood Strategies.
 
Consultation for our Local Action Plan has been completed outlining the spending plans for £585,812 of Neighbourhood Renewal Fund (NRF) money per year for 2006 to 2008.
 

Partnership Working

 
We've worked with the SOAR board to produce and agree Neighbourhood Strategies through extensive public consultation for each of the five neighbourhoods. We also a need to improve community safety through increased partnership working to reduce the fear of crime and crime itself.
 

Specific Service Improvements

 
We'll work to reduce barriers to employment by widening job opportunities and providing training and work experience, as well as increasing provision and community engagement in lifelong learning opportunities.
 
We'll support action by the Primary Care Trust and other partners to develop more responsive health services that better reflect local needs. This includes increased health education and family support provision as well as further measures of reducing drug addiction and teenage pregnancy rates.
 
The level of provision and facilities for young people will be extended, including schemes to increase their voice and influence within the community. Road safety and traffic issues will be addressed in order to increase the awareness of road safety, improve local traffic and incident monitoring and increasing the local determination of traffic control measures. Finally, we'll help to improve the quality of the local environment through supporting improvements to public housing, street scene, open spaces and sport and leisure facilities.
 

Tracking Progress

 
We'll monitor our performance in supporting effective community engagement through Area Panel public meetings and events. The recent development of Sheffield Neighbourhoods Information Systems (SNIS) will help us to track progress within the area and against the rest of the city. 
 
Targets outlined within the Area Plan will be subject to regular review against this and other agreed indicators.
