The Council’s contracts

We have a number of major strategic contracts. We aim to get best value from these and they’re often longer term than standard contracts. They are with:

Capital construction works

We’ve listened to your feedback and simplified our processes to make it easier for you to tender for our capital construction works opportunities. We want to make it as quick and easy as possible for you to win work by:

  • increased transparency and fairness, so as many of you as possible get the opportunity to bid for work
  • reducing the amount of paperwork you have to complete, so you can spend more time focusing on your day jobs

We no longer hold any ‘approved supplier lists’ for capital construction works.

Construction works up to £164,000

We'll either invite at least 3 quotes from the market or seek tenders.

If quotations are invited, we’ll search Constructionline for suitable contractors who we’ll invite to quote for the work (if available). In exceptional circumstances, the Council reserves the right to undertake an open tender process. 

We will use a single stage tender process with invited suppliers required to respond to the Invitation to Tender (ITT). This will include a short Suitability Assessment which suppliers will need to pass in order for their tender to be considered. 

Construction works over £164,000

For Construction Works over £164,000 but below the OJEU threshold, we’ll advertise all tenders through:

  • our e-tendering system: YORtender 
  • Sheffield City Council’s tender opportunities page   
  • GOV.UK's Contracts Finder website

The easiest way for you to be alerted to our opportunities is for you to register (free of charge) on YORtender against all CPV codes relevant to your business. You’ll then receive email alerts for any opportunities which match your CPV codes.

Sometimes, we might search Constructionline to identify suitable contractors who we can alert to any given tender opportunity. This minimises the risk to us of no-one responding to a tendering opportunity, which wastes both our time and public money. But even when we alert organisations to a tender opportunity, this will still be openly advertised in the 3 places stated above. So everyone gets a fair crack at the whip.

We will follow a 2 stage tender process with the first stage involving a pre-qualification questionnaire (PQQ). The PQQs used are shorter, more concise versions of the government’s standard ‘PAS91’ PQQ - so you should be familiar with the document and be able to use your responses from previous submissions. We will evaluate the PQQ to shortlist applicants to progress to the second, tender, stage (ITT).

Construction works over the OJEU threshold value

If the scheme is above the OJEU threshold then, in addition to the steps set out above for contracts over £164,000, we’ll also advertise via an ‘OJEU Notice’.

‘Framework’ contracts

We sometimes use regional construction frameworks, such as YORbuild2, YORcivil, YORconsult or ENProcure. These allow us to procure quickly and cost effectively. Check out YORhub for further details on these frameworks.

Our minimum key requirements for works contracts
  • health & safety systems – CHAS, SSIP, ISO18001 or Safe Contractor Scheme accreditation
  • quality assured delivery, ie ISO9001 accreditation or equivalent/evidence
  • environmental management, ie ISO14001 accreditation or equivalent/evidence
  • appropriate experience against relevant CPV codes
  • willingness to enter into a Parent Company Guarantee or Contract Bond

UK Steel 

We want to promote the use of British Steel wherever possible, although we cannot directly require this. We’re a signatory to the British Steel Charter and we’ve promised to embed this into our procurement processes to the fullest extent permitted by the law.

We include details in our tender documentation of our requirements where there is a need for steel within our schemes.
