Registrations and Licences
Licences & Permissions
You will need to consider if you need a licence, approval or planning permission to start a new food business:
- Do you need planning permission? This may be full planning permission for a new establishment or permission for a change in use. (Contact Planning on (0114) 273 4215 for further advice)
- If you are producing or manufacturing products of animal origin (for example dairy, meat or fish products) you may require an EC approval. (Contact the Health Protection Service on 0114 273 5774 for further advice)
- If mechanical extract ventilation is required to the kitchen/process then you may need planning permission and it would also be advisable to ontact the Environmental Protection Service (on 273 4651) for further advice.
- Mobile food vendors will need a Street Trading Consent in order to trade in Sheffield. There is a charge for this. (Contact the Licensing General Section on 0114 273 4264).
- You will need a licence if you want to
- sell or supply alcohol,
- sell hot food between 11pm and 5am,
- provide entertainment, such as theatre, cinema or live music

Registering Food Establishments
Food establishments (including market stalls, delivery vehicles, other moveable structures and seasonal businesses) must be registered with Environmental Health. A registration form must be submitted 28 days before opening and whenever there is a change of ownership or address. There is no charge for registration. The Food Standards Agency website also provides further information.
High risk food businesses (such as caterers, cafes, restaurants, takeaways etc.) will be inspected on a regular basis. Low risk businesses (such as corner shops) may be required to complete a self-assessment instead of being visited. It is a criminal offence to operate a food business without registering.
