2008-2009 Refresh of Sheffield’s Children and Young People’s Plan

The 2008-2009 Refresh of Sheffield’s Children and Young People’s Plan (CYPP) is available from the 0-19+ website. This document sets out how the 0-19+ Partnership has progressed the actions and changes set out in our first 2006-2009 Children and Young People's Plan (CYPP) and the subsequent 2007/2008 Refresh, both of which are available to download from this website. It gives a brief review of our performance in improving key indicators across the Every Child Matters five outcomes and sets out our revised priorities for the next 12 months, with detailed action plans on each priority.
In summary, our ambitions for the next 12 months are:
- To continue to deal decisively with the city’s achievement challenge, by targeting activity in the areas and settings where improvement is most needed.
- To further embed a culture of safeguarding in universal services for children, through implementation of the Common Assessment Framework and rolling out our own local good practice model.
- To shift resources and practice further towards early intervention and prevention - the full implementation of our Service District model of local delivery is the centrepiece of this, but we are applying the approach in many areas of the Partnership’s work
- Opportunity and Support for Young People is a particular priority for the 2008-2009 period. Key elements of this will be the implementation of the city’s offer of free positive activities for 8-13 year olds, new arrangements for integrated youth support services, and continuing to reduce the number of young people Not Engaged in Education Employment and Training and improve qualification levels at age 19

Children and Young People’s Plan (CYPP)
Our Children and Young People’s Plan (CYPP) is available to download from the 0-19+ website. The plan was produced following extensive consultation with all those affected by it, and consultation with children and young people still continues.
We produced three versions of the plan to make sure everyone affected by it fully understood what it meant for them and they are all available to download from the 0-19+ website:
- a full 100-page version,
- a summary version for all those who work with, and for, children in the city
- a leaflet for all parents and carers in the city. We also told children and young people about what the plan meant for them.
The plan sets out how agencies will work more closely together to support and improve the lives of children, young people and their families. It is based on the five Outcomes for children and young people as set out in the Government's 2003 consultation document 'Every Child Matters' which are:
- Being healthy
- Staying safe
- Enjoying and achieving
- Making a positive contribution
- Achieving economic well-being
Background
Sheffield Children and Young People’s Service is the local authority with statutory responsibility for producing a Children & Young People’s Plan with local partners.
Local agencies are represented on the Children and Young People 0-19+ Partnership Board and include:
- South Yorkshire (SY) Police
- South Yorkshire Probation Service,
- Sheffield Youth Offending Team,
- Strategic Health Authority,
- Primary Care Trust,
- South Yorkshire Learning and Skills Council
- Sheffield College and post 16 providers
These partners have a statutory responsibility to co-operate in the planning and delivery of services for children and young people and will be closely involved in the Plan’s implementation. The 0-19+ Partnership Board has oversight of these partnership arrangements, and will monitor the impact of the Plan.
