The Children and Young People's Directorate
The Children and Young People’s Directorate (CYPD) is one of four directorates within Sheffield City Council, which is currently undergoing significant changes.
The rationale for the changes is as a result of the size and complexity of CYPD; the Joint Area Review (JAR) the drive for improvement; and the unprecedented challenges brought about by the Every Child Matters legislation, Organisation Transformation Programme (OTP); the Customer Service Review and the Building Schools for the Future (BSF) major projects.
Given the level of change, CYPD with effect from 1 April 2007 has undergone an organisational structure change. The new structure created the Business Strategic Group that is responsible for focusing on the development of business strategy and the Delivery Strategy Group that is responsible for delivering front line services.
The transformation to the CYPD from 1 August 2005 was the biggest change in Local Government in 25 years. For the first time Health, the Police, the Probation Service and the Learning and Skills Council have a duty to co-operate and the City Council has a duty to lead.
Enabling the many professional groups to work in an integrated, seamless way, is a major task. Achieving this lies at the heart of Every Child Matters, (ECM) the government’s policy response to the Laming Report into the death of Victoria Climbié.
The Directorate is grouped into two key areas:

- Children’s Specialist Services
- Lifelong Learning and Skills
- Learning and Achievement Service
Business Strategy Group
Including:
- Resource and Development
- Planning, Performance and Partnership Service
- Capacity, Planning and Development
- Organisational Development
