Entitlement to Transport
A Statement of Special Educational Needs comprises 6 discrete parts. Following a statutory assessment, Part 4 of the Statement identifies the specialist or mainstream school appropriate for the child.
Any requirements in connection with transport that the Authority agrees to provide may be included in Parts 5 and 6 of the Statement.
An entitlement to transport will be considered at the draft statement stage by SEN Officers and this information is shared with parents either by letter or by letter and a personal discussion. Parents at this stage have the right and are encouraged to express their views about all elements of the draft statement verbally or in writing.
In Sheffield, home to school SEN transport (comprising one return journey within the published hours of the school day) will be provided on request if the educational placement identified in Part 4 of the Statement falls into one of the following categories:

Placement in a primary special school which is outside the catchment of the child's local mainstream school and outside the statutory walking distance.

Placement in a primary integrated resource which is outside the catchment of the child's local mainstream school and outside the statutory walking distance.

Placement in a specialist nursery which is further than the statutory walking distance from the child's home.
- Placement in a particular mainstream school that is outside the catchment of the child's local mainstream school and the placement is designated as the nearest and most appropriate school, by virtue of its specialist adaptations, in meeting the particular needs of a child with physical difficulties eg a school with a lift.
