Review of Student Only Properties
Each year we carry out a review of the exemptions we allow on properties that are only occupied by students. This is recommended by both the Office of the Deputy Prime Minister and the Audit Commission, and is recognised as being ‘good practice’ for all Local Authorities.
Why is it important to review exemptions?
All allowances or reductions granted are taken into account when the Government works out how much Sheffield will receive through grants. The amount of money given has a direct impact on the level of Council Tax the Council can set, and therefore the level and quality of services we can provide.
What has happened before?
In previous years we have sent out individual review forms for each property where an exemption has been allowed, requesting confirmation of the names of the students, the educational establishment they are attending, and the dates of their courses. This is an extremely time consuming, laborious, inefficient and costly process for all concerned.
What is the new process?
Wherever possible we would like to do this electronically. To do this we need your help!
Instead of sending out individual review forms a schedule template has been set up for you to complete either on-line as an attachment via e-mail or as a downloadable form.
This will ask your name and address and contact details. For the new process to be successful it is essential that you provide an e-mail address if you have one. This will help us to contact you if we need any more information. In addition we will store this information so that future reviews are carried out by contacting you using your e-mail address.
When will the review happen?
It’s already started. If you are a landlord but have not yet provided your e-mail address or completed your schedule, we will be sending out paper review forms for each property in mid January. These will ask for confirmation of the names of the students, the educational establishment they are attending, and the dates of their courses.
What do I need to do?
You will either need to complete and return the paper review form we will be sending to you, or you can complete the review template below. Your completed schedule can be e-mailed to counciltax.liability@sheffield.gov.uk.
What happens if I don't complete the schedule or return the forms?
If we do not receive your review forms or a schedule, we will cancel your exemption and you will be liable for a full Council Tax charge on your property.
