Review of Delivery Preparation (Review 3)

Review 3 takes place once all the delivery preparation has finished and you are ready to implement the project. The aim of Review 3 is to:

  • Look back at the Delivery Preparation phase and check that the full business case is as accurate and complete as can be, and continues to demonstrate that this is a viable project;
  • Scrutinise any draft contracts;
  • Check that all political processes have been completed.

The Leaflet 'Review Prompt' (contact the Corporate Programme Office for a copy) gives a reasonably comprehensive list of the sort of questions a Sponsor will probably want to ask. They include:

  • Can we confirm the business case?
  • Does what the project is about to deliver match the original objectives?
  • Are we ready for any change?
  • Do we have sound plans for managing implementation, risk and change?
  • Will the contracts deliver what we need on time and within budget?

Scrutiny of Plans for Delivery

 
After Delivery Preparation, the project is delivered. At Review 3, the Sponsor, Board and manager should be scrutinising the delivery plans to ensure the project will be delivered, including:

  • Sufficient resources to deliver the project;
  • The delivery broken down into small enough and appropriate pieces or work packages to ensure effective control;
  • Method for capturing lessons learnt?
 
Once the project has been approved at Review 3, we can put all of the hard work so far into action and move in to the Project Delivery Phase.
