Breeding of Dogs Licences
Establishments used for the breeding of dogs are controlled by the Breeding of Dogs Act 1973. If you wish to run a breeding establishment in Sheffield, you must first obtain a licence from the Licensing General Section.
Who needs a dog breeding licence?
It is an offence for any person to keep such an establishment in Sheffield unless licensed by Sheffield City Council.
"Keeping" means carrying on a business of breeding dogs with a view to them being sold in the course of such business, whether by their keeper or by any other person.
A dog breeding licence will not be issued if the applicant has been disqualified under any of the following Acts:
- The Breeding of Dogs Act 1973
- The Pet Animals Act 1951
- The Protection of Animals (Amendment) Act 1954
- The Protection of Animals (Cruelty to Dogs) (Scotland) Act 1934

How much will it cost?
The fee for a new application is currently £147 and must be submitted on application (vet's fees are additional to this amount and are payable directly to the vet at inspection).
How long will the application take?
It is advisable to submit your application to the Licensing General Section as soon as possible as your application could take up to two months to be administered.
Once your application is submitted, a copy is sent to the Animal Control and Enforcement Section who will arrange to inspect your premises. During busy times, for example at the end of the year when there are a large number of renewals of licences, it is not guaranteed that an appointment will be made straight away. Therefore, the earlier your application is submitted, the more likely you are to have your licence issued for when your premises opens or when your previous licence expires.
How long will the licence be in force?
Where a licence is granted, that licence and any subsequent licence will expire on 31st December of the year to which it relates and must be renewed before that date if you would like to continue breeding dogs.
