Street Trading

Sheffield City Council has a statutory duty under the Local Government (Miscellaneous Provisions) Act 1982, to enforce the provisions of the Act in relation to street trading.
 
Please note, it is advisable to contact the Licensing General section before making an application to see if your chosen pitch is available.
 
 

Where can I trade?

 
Sheffield City Council has designated any street (which includes roads, footways, forecourts, or other areas to which the public have access) within the Sheffield city boundary a consent street for the purposes of the Act.
 
If you wish to trade on private land, you should first have the permission of the landowner and will then need to apply for a street trading consent. You will probably need to get planning permission before a site can be established.
 
There is currently a street trading policy applied to streets in the city centre. If you are considering making an application to trade anywhere within the city centre boundary, please contact us for more information.
 
 

How long will it take to get a street trading consent?

 
Once an application is received, we consult with South Yorkshire Police, South Yorkshire Fire and Rescue Service and the Highways and Planning departments of Sheffield City Council. Consultation may also take place with local residents and/or businesses.
 
Consultees are given 21 days in which to make comments and this is therefore the minimum time it will take us to process your application.
 
If, after 21 days, there are no problems with your application and we have received all documentation your consent will be issued.
 
If there are problems with your application during the consultation process, your application will need to be heard by the Licensing Board Committee for a decision to be made.
 
 

What information do I need to provide?

 
All consent holders and assistants must, on application, declare any offences of any type.
 
All consent holders and assistants must submit two recent and identical passport size photographs of themselves that are signed and dated as proof that the photographs are a true likeness.
 
You must also provide
            
  • confirmation that any vehicle you propose to use meets food safety legislation
  • details of any Food Hygiene qualifications (unless not trading food)
  • a certificate of Public Liability Insurance (minimum of £1,000,000)
  • certificate(s) of vehicle insurance
  • an appropriate vehicle Test Certificate
 
 

What types of consent can I have?

 
We issue four types of street trading consent
 
  • Static – where a trader identifies one location and trades only from there at specific days and times.
 
  • Mobile – where a trader drives around the city stopping to sell goods.       
 
  • Football – where a trader works within the vicinity of one of Sheffield’s football grounds on 1st team match days only. (Please contact us if you are interested in applying for a football street trading consent as the areas around Sheffield Wednesday and Sheffield United football grounds are currently very busy. We can then tell you if any pitches are currently available.)
 
  • Schools – where a trader parks outside a school from Monday to Friday during school term times from 12.00 noon until 2.00 pm and 3.00 pm until 4.30 pm.
 
If you would like to apply for more than one type of consent or more than one site, a separate application is required for each.
 
Each of these consents is subject to a number of street trading conditions, available as a downloadable document at the bottom of the page. Failure to comply with these conditions may lead to a trader having their consent revoked.
 
                       

How much will it cost?

 
Each consent has a different fee and these are subject to change. Please contact us for details of current fees.
 
We are unable to give an idea of how much a static consent will cost because it is dependant on your proposals of what you will trade, when and how often and where you will trade. A fee is generally set once the 21 day consultation period is finished and you will be notified of it in writing. There is an option of paying a static street trading consent fee in quarterly instalments.
